CONGO AND M23 AGREE ON NEW PEACE ROADMAP: WILL IT HOLD

Diplomats have signed agreements in Washington, Doha, and Switzerland. Yet in eastern Congo, the fighting continues.

The central problem is not a lack of diplomacy. The parties remain deeply divided. Kinshasa views M23 as a foreign-backed threat to Congolese sovereignty. M23 says it is defending communities the state has abandoned. Rwanda points to the FDLR militia as an unresolved security threat along its border.
