The Trump administration keeps striking deals with African governments to take in deportees who aren’t even their own citizens — a workaround for when sending someone back to their home country is too complicated or legally messy.

Liberia just became the biggest player yet, agreeing to accept up to 1,200 people over the next year. The first batch — 20 people, including Venezuelans and Cubans — is already on its way. Liberian officials insist these aren’t detainees but “guests” who can apply for asylum or leave on their own. The U.S. is reportedly backing the deal with $5 million to help Liberia build out its migration systems.
